WEST BENGAL In a Giving Mood FINANCE MINISTERS in our country seem to have suddenly become great optimists. They do not appear to be any longer afraid of leaving fairly large uncovered deficits hoping that Bouyancy in the economy and consequently in revenue collections, together with a hit of good luck, would at the end see them through. Side by side, they too seem to be fed up with being always projected as soakers and suckers. If they now like to present themselves, and their budgetary exercises, in a different light, that look like an eminently legitimate aspiration.
