The culpability of the government extends even beyond having provided the landlords with the means to perpetrate the massacre of agricultural workers on the night of February 25/26. In addition to arming the landlords, the government had posted police pickets in many villages around Pipra. Why did these policemen not intervene when the landlords were carrying out their well-organised attack on Pipra, lasting many hours? Obviously, because their officially assigned task was to put down only the agricultural workers and their organisations.
