landlords would keep their guns as ornaments and not use them, as they did at Pipra, for the purpose for which they had acquired them? The culpability of the government extends even beyond having provided the landlords with the means to perpetrate the massacre of agricultural workers on the night of February 25/26. In addition to arming the landlords, the government had posted police pickets in many villages around Pipra. Why did these policemen not intervene when the landlords were carrying out their well-organised attack on Pipra, lasting many hours? Obviously, because their officially assigned task was to put down only the agricultural workers and their organisations.
