And the wonder is that, mandates notwithstanding, Indira Gandhi encourages the opportunism, even advertises it in photographic displays. Sanjay Gandhi's 'white-shirts', the exponents of a new political culture, don't like the looks of what's going on; it might drown them among the old dhoti- wallahs.
