bureaucracy when it makes up its mind to rely on foreign collaboration or foreign parties exclusively and show Indian agencies in that particular field their place. There appears to be considerable resentment in ONGC, more especially among its; technical cadre, at the manner in which the question of oil exploration in general and its own affairs in particular are being handled. The ONCC officers' association has even presented a detailed memorandum on their score. But far from any attention being paid to the memorandum and the issues of policy and practice it raises, the ONGC as a whole and its leading functionaries, especially among the technical cadre, are becoming targets of severe criticism by the ministry bureaucracy as useless and incompetent. There is also talk of breaking up the ONCC and the reorganisation of its management.
