EVEN though many participants at the Congress (I) Working Committee meeting last week stridently demanded the dismissal of non-Congress (I) state governments, the dissolution of those state assemblies and fresh elections in those states, and even though the Congress (I) claims that it has enough 'moral' justification for it to do unto the Janata what the Janata itself did to the. Congress governments in the states after the 1977 Lok Sabha polls, the task of securing control of state governments not under its control presents some unusual problems for the Congress (I). This has become more so after the virtual metamorphosis of the Janata party government in Haryana into a Congress (I) government.
