China The New Wind A Correspondent writes: THE third session of the fifth National People's Congress (NFC) which began in Beijing on August 29 had two important features. First, as anticipated earlier, Prime Minister Hua Guofeng and five senior vice-premiers, Deng Xiaoping, Li Xiannian, Chen Yun, Wang Zhen and Xu Xiangqian resigned from their government posts, retaining, however, their party positions, as part of an attempt to separate the party and the government. According to Chairman Hua, "the Central Committee has learned from experience of the need to separate State and Party posts down to country or city level and to prevent the over-concentration of power". The Party, however, remains the most powerful body.
