alleged presence of a 'foreign hand' in fill' present troubles plaguing the country has now been formally recognised in the political resolution of the Central Working Committee of the Congress(I). Naturally, the 'foreign hand' has still not been identified, though claims are being made that the government has a fair idea of who it belongs to, There has even been an interesting negative inference with the Prime Minister ruling out the suggestion that the 'foreign hand' could be of Arab origin. Such a .suggestion, according to the government, could only come from enemies of the country bent upon muddying the relations between India and the Arabs.
