THE results of the elections to the nine state assemblies, while no doubt gratifying to the Congress (I), have not been as sweeping as they were expected to be. While the party has won handsomely in Gujarat, Madhya Pradesh, Orissa, Rajasthan and Uttar Pradesh and not so handsomely in Maharashtra, it has barely sqeaked through in Punjab and its narrow victory in Bihar has been widely attributed to the extraordinary goings on in that state before and during the polls as well as during the counting
