main thrust of the Kabul formula was for concrete guarantees from Iran and Pakistan not to support the Afghan nationalists in any way, only after which discussions would take place for the withdrawal of Soviet troops. This precondition was naturally unacceptable not merely to Tehran and Islamabad but also to the majority of the participating countries who held that the principal issue in the Afghan crisis was the Soviet intervention and the continued presence of Soviet troops. Further they also thought that it was inconceivable that the Karmal regime held any real power which they perceived as resting with the Soviet Union. It was the Soviet troops which were taking part in the suppression of civilian demonstrations within Afghanistan and of the nationalist guerillas. Moreover, they found nothing new in the Kabul formula which was identical to the plan presented by Brezhnev on Feb- ruary 22 in Moscow.
