Around Our Borders Romesh Thapar A LOT of rather underdeveloped Delhiwallahs are puffed up these days, what with endless foreign delegations visiting the Capital. These visitations, from presidents to foreign ministers, are Supposed to suggest that India has again assumed significance in global calculations. You would think that, with the Soviet armed forces firmly entrenched in Afghanistan, we would expect a natural interest in India's responses. Alas, what we are not looking for is the impression these visitors are carrying back with them.
