Considering that "the winning combination in the 1977 elections to the Lok Sabha and to the assemblies in the northern states, while no doubt deriving its spontaneous support because of the rigours of Emergency, also comprised a hard core of support from the so-called intermediate castes, the Janata as it was then constituted was arixious to consolidate this support by not merely appointing a backward classes commission but by virtually directing it to resurrect the promising recommendations of the earlier commission which had been shelved by the previous government
