little beyond getting South Africa expelled at the 23rd general conference of the International Atomic Energy Agency (IAEA) in New Delhi. On the contrary, the developed nuclear powers got what they wanted: further commitment from the agency to promote the new fuel cycles evaluation programme and to set up an international Plutonium system. Both these have forbidding implications for those countries which look to nuclear power to overcome their energy problems.
