Elections- On-Off Job Reservations

December 15, 1979 Congress (I) candidate for the Lok Sabha seat from Balpeta to file her nomination papers even when her party's nominees for other seats in the Brahmaputra Valley had allowed themselves to be persuaded to refrain from contesting the polls, and the state governments active assistance to these efforts have led to predictable police- student confrontations in which one student has died. Gauhati too, which has been relatively free of violent incidents, has had its killings, with a Bengali doctor in the Gauhati Medical College being murdered. These developments, and the accompanying political instability in the state following the withdrawal of support by the Congress (U) and the CPI to the Hazarika ministry, as well as the revolt in the coalition itself against the chief minister have led to the imposition of Presents rule in Assam, The elections have been put off in the ten constituencies, but not because the Election Commission was convinced of the arguments in favour of such postponement adduced by the agitators. In three other constituencies, two in Cachar district and the third in the Karbi Anglong district, the election schedule is to be gone through irrespective of the fact that the state i election commission and the state's Governor have recommended that polling be put off in these constituencies as well; irrespective of the fact that such an exercise might encourage demands for a formal separation of Cachar too from Assam, and further sharpen ethnic and linguistic divisions.
