On the other hand, it is the bigger traders who would have been hit by the Act's attempt to plug the notorious loopholes which are at present exploited by 'hawala' dealers. Clearly, the general mobilisation of traders is intended to enable the bigger traders to take care of such unwelcome contingencies as well as to give them greater clout in dealing with the sales tax administration and in coping with the state governments' attempts to enforce other laws like the Essential Commodities Act or the preventive detention ordinance to check hoarding and speculation.
