Ratan Ghosh Document after official document acknowledges that fundamental changes in agrarian relations are essential for any improvement of the conditions of the rural poor; that existing legislation on land reforms is inadequate; and that the implementation of even these inadequate measures has been unsatisfactory. The latest Plan document, Draft Five Year Plan, 1978-83, too acknowledges these facts and proposes, among other things, the setting-up of committees of potential beneficiaries in villages to ensure the implementation of existing legislation.
