Candidates and Manifestos Romesh Thapar THE political scene appears messier and messier as the days roll by, but the situation will begin to crystallise as the lists of candidates are published and we move beyond the unending speculation about possible prime ministers. This is not to decry the debates now taking place between the main contenders. The nonsense talk of Indira Gandhi about secret Indo-Pak deals on phoney collisions, the dangerous manipulation by interested bureaucrats of 'caretaker' Charan Singh and Defence Minister Subramaniam on clear policy, and the contrasting experienced, thoughtful, sober voice of Jagjivan Ram are being noted. But in the constituencies, assessments will also be influenced by individual candidates.
