THE sharp Israeli reactions to the meetings at Vienna (July 6-8, 1979) between the PLO leader Yasser Arafat, the former FRO chancellor Willy Brandt and Austrian chancellor Bruno Kreisky were not unexpected. It is petting increasingly difficult for Israel to ignore the stark reality that heavy western dependence on Arab oil has eroded the traditional sources of support to Israel.
