After the agreement Hissene Habre serered his links with Frolinat and became Prime Minister. The French .strove to establish a civilian government comprising formerly imprisoned politicians. In a certain sense, the representation given to the opposition elements did transform the complexion of the government. However, differences arose between Felix Malloum, the President, Hissense Habre, the Prime Minister, over the future of political prisoners. While Habre wanted to release them unconditionally Malloum wanted to try them. Besides, the President also took objection to the private army which Hksene Habre continued to maintain. These differences led to the violent riots in Chad early this year, Among the African states Libya ana Nigeria are deeply involved in Chad's problems. Libya's, involvement can be explained in terms of its ethnic and religious affinity with Northern Chad. Nigeria, like Chad, has both Christians and Muslims, and the fear of spillover effect of the Christian-Muslim problem in Northern Nigeria almost dragged Nigeria into Chadian crisis, Nigeria supported the Third Army, led by Abubakar Rahman, which was operating in Kanem region north of lake Chad, and where some American companies have prospected for nil. Due to the Third Army's link with Nigeria, Libya was unable to exercise control over that region, Nigeria has more than once taken the lead in getting different warring factions to negotiate
