Politics by Arithmetic Romesh Thapar TIIE long-expected has happened, and with a speed that has overwhelmed the comfortable calculations of politicians and pundits. The government of Morarji Desai is a goner whatever the changing mathematics of floor crossing, abstention, horse-trading and plain hooliganism. At the same time, all over the sub-continent there is an anger developing about the incompetence of New Delhi and its exclusive obsession with power and what it brings in the way of privilege, profit and patronage. The capital is seen as the septic focus, and the infection now pervades the body politic. Morarji Desai, with his head in the clouds, has become a symbol of non-government.
