Mohan Raw writes: BY all reckoning it is an uneasy stair- mate in Nepal. On the .surface, there is no tension after the upheaval that wrested from the King the promise of a referendum to choose between one- party rule and a multi-party system of government. The old guard leadership, elated by the promise and without giving thought to its larger implications, seems to take its eventual return to power for granted. The ailing B P Koirala thinks that the King needs firm and his Nepali Congress to save the throne. The King for his part wants to save the monarchy through a delayed and manipulated referendum.
