Irrigation has meaning only if it can give the re- , quired amount of water at the required place and at the required time, none of which requirements is being met by canal irrigation. Lift irrigation has been found always more reliable, regu- latable and cheap, capital investment per hectare being less than a third of canal irrigation. By investing Rs 50-60 million in lift irrigation and half of that amount on transmission and distribution Malabar area can get all the benefits which Silent Valley Project would provide for it in a matter of two to three years.
