This explanation is not very convincing, however. First, the 1973-74 census had defined industrial activity to include manufacture, assembly, job work (production and processing), repairing and servicing. Secondly, for 1974, the number of units reported by the Reserve Bank was actually lower than that reported by the government, Thus there are glaring and inexplicable discrepancies between the number of small-scale units as reported by different official agencies.
