MAHARASHTRA Congress Still Supreme CONGRESS reigns supreme in rural Maharashtra. Let there be no doubt about that. The zilla parishad and panchayat samiti elections, held in the third week of May and in which more than 20 million rural voters exercised their votes, have confirmed this fact. Janata party leaders are gloating over the fact that the ruling coalition in the state has managed to capture a majority of the zilla parishads. This way of looking at the election results only underscores the Janata party's pathetic compulsion to remain tied to Sharad Pawar's Congress for sheer survival.
