EEC Unloading the White Revolution Narendra Singh FOR the Third World, the 1960s was the decade of the highly publicised green revolution', while the turn of the decade into the seventies saw the focus turn to the ' white revolution'. The 'surplus' PL-480 wheat of the US was behind the promotion of the so- called green revolution; whereas Europe's 'surplus' of milk and dairy products has led to the promotion of the so-called white revolution. The diversion of these 'surpluses' to the Third World has been justified on the grounds that production is promoted by stimulating market-oriented capital- intensive ventures.
