government in Rhodesia, but involves relations with the Commonwealth countries, especially those in Africa and also Britain's relations with the USA. Labour leader Callaghan has stated that there will be another attempt at negotiations, if Labour is returned to power, implying that there will be no recognition. There are already indications that several black countries will walk out of the forthcoming Commonwealth Conference if Britain recognises Rhodesia. For a decision on Rhodesia for the USA, the results of the British elections are apparently more important than those of the Rhodesian elections. The trump card that President Carter has for his black constituency which overwhelmingly supported him in the last elections, is the claim of a pro- Africa policy and he may find it difficult to sustain it.
