ONE thing emerges very clearly from a survey of the Indian scene. This re-lates to the growth of government The total receipts from taxes levied by the Government of India and by the various State and Union Territory government's in the country have, grown from Rs 626.67 crores'in 1950-51, Rs 1350.41 crores in 1960-61 and Rs 4752.41 crores in 1970-71 Rs 14012.66 crores in 1978-79 (budget estimates). As a pro-portion of national income, they have grown from 6.6 per cent in 1.950-51, 10.2 per cent in 1960-61 and 13.8 per cent in 1970-71, to about 20 per cent in 1978-79. Government expenditures have also grown. They have grown from 9.6 per cent of national income in 1950-51, 19.5 per cent in 1960-61, 23.4 per cent in 1970-71, to over 35 per cent in 1978-79.
