WEST BENGAL'S Left Front govern-ment has not packed its second full-term budget with surprises. It makes a bold effort to raise additional resour-ces, picking its targets with care and, by and large, with imagination. The budget does not also contain any sharp ideological sting and is generally con-tent with spreading the tax net widely, albeit rather lightly. But it reserves some of its strongest expressions to criticise the attitude of the Union gov-ernment towards West Bengal in par-ticular and the states in general.
