Waning Developmental Impact of Government Expenditure Central Budget, 1979-80 THE tax proposals for 1979-80 have been designed, according to the budget speech (Part B), keeping in view three objectives: minimisation of disparities in income; increasing production and avoiding waste by preventing a diversion of resources for wasteful and unproductive uses; and eliminating unemployment and under-employment by stimulating agricultural production by encouraging lalxnir-intensive techniques of' production and by improving the competitive capacity of small-scale and cottage industries vis-a-vis the large scale indus- ies.
