January 6, 1979 MANIPUR Revivalist Resurgence ONE of the major problems of the north-eastern region is 'insurgency', especially in the adjoining states of Nagaland and Manipur and the union territory of Mizoram. The vague and blanket concept of 'insurgency' appears really to be an accumulated and concentrated but surface expression of deeper problems of a social, economic and political character which are a legacy of the past. But at the policymaking level, the tendency has been to view the 'insurgency' as a purely law and order problem or even see it in purely military terms requiring military solutions.
