The Kisan rally, even with the statement carefully timed to coincide with it, has been no more than a demonstration of the 'mass support' that Cha- ran Singh enjoys in some northern states; but what he still lacks (in this, his predicament is somewhat similar to the one being faced by Indira Gandhi, another leader with 'mass support') is the alternative framework to translate this 'mass support' to actual strength of numbers among members of parliament.
