TRADE AND DEVELOPMENT Sad Tale of Two Committees THE Bank-Fund Development Committee dutifully met on the event of the annual meetings of the World Bank and the International Monetary Fund. It called for an early increase in the capital of the Bank and a substantial expansion of IDA's resources in real terms. In addition, it called upon the Fund's Board of Directors to consider further improving the Compensatory Financing Facility. So, if the Fund's Interim Committee, which met around the same time, could claim to have recommended a 50 per cent increase in the members' quotas, with selective higher increases for 11 poor countries, and the issue of 12 ion SDRs over the next three years, who could say that the Development Committee had lagged behind?
