October 16, 1975 were taken by the state government to raise some additional resources of its own to meet the emergency caused by the floods. All said and done, West Bengal has its class of rich industrialists, traders and farmers: it also has its by no means small population of affluent consumers of luxury and semi- luxury goods and services. Surely, (he Left Front government, which perhaps has the most commanding majority in the state Assembly of all state governments in the country, does not lack political or moral authority to touch these sections in the face of a state-wide calamity. However, unwittingly or otherwise, exclusive preoccupation with the Centre's inequities does tend to distract attention from this very important aspect of the matter.
