THE Janata party's economic policy statement talks of the need for "radical, social and economic reforms ... [to] do away with the dual society, as development would be oriented to the jobless". It further states that "a technique of production not only generates certain incomes but also determines the pattern of production". It recognises the relationship between the choice of technique
