Implications of Anglo-American Move (By a Special Correspondent) WHEN Carter and Callaghan visited South Asia last month, both mentioned that international assistance could be made available for a project to harness the waters of the Ganga and the Brahmaputra. It was a fairly subtle diplomatic intervention in the continuing dispute between Bangladesh and India for the use of the Ganga. They were offering the money to finance a technical fix that would, they hoped, provide enough water for everyone.
