THE conference of Chief Ministers in New Delhi last week-end was coa- cerned not so much with the problem of law and order as with that of the status and powers of the police. And evidently this issue is considered such a pressing one by the Central and state governments that the entire two-day conference was devoted to it and the other items on the agenda
