Then, after the self-governing authority in West Bank and Gaza is established and inaugurated, the "transitional period of five years" begins during which the present Israeli military government is to be gradually phased out. Then "as soon as possible, but not later than the third year after the beginning of the transitional period", negotiations are to take place 10 determine the final status of West Bank and Gaza, its relationship with its neighbours, all leading to the conclusion of a peace treaty between Israel and Jordan. But even after the 'final status' of West Bank and Gaza is determined, Israeli security presence would continue. In other words, the proposed autonomous unit, even if permitted to evolve into a Palestinian State (there has to be agreement among Egypt, Israel and Jordan at every stage in the evolution of the 'self-governing authority' into its 'final status') will forever be under the benevolent eye and arm of Israeli military presence on its soil.
