That it has not been dissolved during the fifteen years of its existence and that heads of African states and governments have met with unfailing regularity every year in different African capitals, are themselves achievements enough considering the political disparities sought to be covered by the blanket of OAU. But, of course, the high aims set out in the charter of the OAU are far from being realised.
