However, as the experience of a state like Kerala shows, there is nothing in the nature of agricultural employment which comes in the way of the enforcement of statutory minimum wages. If elsewhere the experience in this respect has been less satisfactory, more often than not the reason is the political preferences of the state government and the local administration which make them turn a blind eye to breach of minimum wage laws by employers and, when the situation arises, even suppress, or connive with the landlords to suppress, attempts by agricultural workers to agitate for the enforcement of these laws. Now, the Study Group on Wages, Incomes and Prices, wittingly or otherwise, has gone one step further and sought to formally absolve the government of all responsibility in respect of agricultural workers and their wages on the basis of wholly untenable arguments.
