THE eighth report on 'accidental deaths and suicides in India', published an-nually by the Bureau of Police Research and Development of the Ministry, is a most unsatisfactory document on at least one count. Apart from the fact that there continues to be a delays of over three years between the period covered in the report and its actual publication
