75 fishing trawlers, along with that to allow some big houses to buy factory ships for deep sea fishing, seems to be quite consistent with the government's policy of expanding marine exports at all costs, irrespective of the impact some of these measures might have on small and medium fishing enterprises. This policy has already resulted in the increasing penetration into the Indian fishing industry of big houses, including some multinational companies, all of whom have found in fishing yet another profitable avenue of 'diversification'. The entry of the big houses and tinationals into fishing has however "not been accompanied by commensurate expansion of deep sea fishing. On the contrary, it is well known that most of these companies continue to fish in areas close to the shore, or at depths less than 40 fathoms from the coast where shrimp and prawn
