But in the Finance Minister's reckoning, a step-up in public sector outlay will not be enough and something THE new industrial policy of the Left Front government in West Bengal is a most interesting document. The 2,500 word statement, which has recently been approved by the Front Committee (the apex decision-making body) as well as the Cabinet, says a good deal but at the same time hardly says much. Indeed, its main value lies not so much in its operative significance but in its brilliant exposition of the ways of Indian capitalism, th" machinations of the multinational corporations and big Indian houses and the reasons of the failures of Indian economic planning.
