bership requirements for registration of a union are proposed to be raised to 10 per cent of the number of employees in the unit subject to a minimum of ten. This should discourage the multiplication of new splinter unions. In fact, such requirements should be made applicable to unions already registered also and those not coming upto 'them should be deregister- ed. That would weed out a fair number of mushroom unions presently on the register. On the other hand, i.n new organising fields where workers start getting organised for the first time, the higher membership requirements may prove to be a genuine handicap and could be used by employers to thwart the efforts to organise workers by resorting to victimisation, In such fields, initial registration should be made somewhat easier although within a stipulated period, say one year, the newly formed union should be squired to come up to the minimum membership norms or else forfeit its registration.
