He insisted that the examination of the Central-state relations on Plan finances must be within the existing constitutional framework, The state governments were not happy with this position but accepted it as a starting point, except for the West Bengal Chief Minister who maintained that there was no good reason why the Constitution could not be amended if it was found necessary or desirable for improving and strengthening the structure and operational viability of the Centrestate financial relationship. That the West Bengal position had considerable backing from other state governments even if they did not go So far as to append a minute of dissent to the NDC resolution on the draft Plan is shown by the tact that as many as 12 state governments have shown readiness to meet i convention to discuss the question their own level. The proceedings of that meeting would be of considerable interest.
