It has also to be noted that the agreement itself is yet to be implemented fully. Though the tannery industry in Calcutta is very old, the emphasis on the manufacture of export-oriented wet blue leather is more recent and dates back to 19-17. The shift to Vet blue' is related to the demands of the British tanning industry which previously used to buy Indian raw hides. With the British switchover to seni-fnished tanned leather there came about a new breed of tannery owners a generation of raw hide merchants. The hide merchants found the manufacturing of wet blue' more lucrative, as a mere 'processing' over three or four days assured them export guarantee from government.
