EAST GERMANY Voices of Dissent Ramesh Jaura IS the "workers' and peasants' state", the German Democratic Republic, in for internal convulsions caused mainly by the country's elite? A recent report in the West German newsweckly, Der Spiegel, speaks of the formation of a "Federation of Democratic Communists", operating secretly in small cells, and threatening the ruling monolithic Socialist Unity Party (SED). The "Federation" apparently enjoys the active support of top and middle level SED party functionaries.
