BIHAR Another Movement in the Making WHO has benefited most during the nine months of Janata government in Bihar? Not the adivasis who go on dying, in their hundreds of starvation in the Santhal Parganas; not the barely alive child coolies who swarm at railway stations, bus stands and ferry ghats, and certainly not the eight million agricultural labourers who are still to secure the promised new wages. Unlike the Congress 'government which did nothing except talk about land re- iorms, the Thakur regime does not even talk of it.
