December 3, 1977 Southern Africa THE Ango-American proposals of September 1, 1977 for a Rhodesian settlement were in any case unrealistic; AND to nobody's surprise, both Lord Carver, the Resident Commissioner appointed by the British Government, and General Prem Chand, the UN Secretary-General's Special Representative appointed on the authority of the Security Council, have precious little to show by way of actual progress in the last three months towards the implementation of these proposals.
