While offering his reactions to the papers and the proceedings of the seminar (Introduction, p XVIII), he appears to have realised his mistake, but is ambivalent about admitting it Since his misgivings about the lack of a positive relationship between irrigation and double- cropping has given rise to unnecessary research (including a PhD thesis) in this area, the reviewer may point out that the relationship can remain masked in a single variable analysis. A S Kahlon and Grewal's paper demonstrates this relationship for Punjab (vide Introduction, p XI), with multivariate analysis, but unfortunately it is not included for publication in the book. In fact, a cross-section analysis for Indian states by Praveen Khatter (Eastern Economist, November 26, 1976), reveals an elasticity of 0.8 between crop intensity and irrigation. The reviewers own research (unpublished) on time series data for UP has revealed that crop intensity bears an elasticity of almost unity with irrigated area.
