December 3, 1977 employees have been raised to. the past, as a result of any . agitation, other groups have automatically benefited by the increases. The emoluments of these other groups are also revised from time to time by the pay commissions of the state government along with those of the state government employees. Without the consent of the government, even a supposedly autonomous body such as a university can do precious little about its employees, as the University of Bombay and its employees have recently discovered. Since all these groups have ultimately to deal with the government, it was inevitable that sooner or later, they would coalesce together.
